**Water and sanitation:** Infrastructure investment in potable water supply and sanitation systems, particularly across the outer islands.

**Digital infrastructure:** Fibre connectivity, data centres, and the digital infrastructure required to support an increasingly services-oriented economy.

The PPP Framework

Zanzibar has an established PPP framework that provides the legal basis for private sector participation in public infrastructure. The framework allows for concession agreements, management contracts, and joint ventures with government entities — with international arbitration available for dispute resolution.

For institutional investors, this provides the contractual certainty required to commit long-tenor capital.
