Government Advisory
Governments face a unique set of financing and advisory challenges — from mobilising capital for large-scale infrastructure to structuring Public-Private Partnerships that attract institutional investors. Maramoja Enterprises brings over a decade of cross-border financial advisory experience to the public sector, helping governments access the capital, instruments, and strategic guidance they need to deliver for their citizens.
What We Deliver
End-to-end structuring of infrastructure financing — from initial feasibility and financial modelling through to lender procurement and financial close. We advise on roads, ports, energy, water, telecoms, and social infrastructure projects.
Design and structuring of PPP frameworks that attract credible private sector partners, satisfy institutional investor requirements, and deliver bankable projects. We advise on concession agreements, risk allocation, and viability gap funding.
Advisory on sovereign bond issuances, syndicated government loans, and sub-sovereign borrowing — including access to concessional finance, green bonds, and development finance institution lending for governments.
Identification and procurement of grant funding and concessional finance from multilateral development banks, bilateral donors, and climate finance mechanisms — including the Green Climate Fund, GEF, EU facilities, and USAID programmes.
Structured engagement with the World Bank Group, African Development Bank, IFC, BII, Proparco, DEG, and other DFIs — preparing governments and state-owned enterprises to meet eligibility requirements and access long-tenor, concessional capital.
Positioning government projects and investment opportunities for institutional investors — sovereign wealth funds, pension funds, infrastructure funds, and impact investors — through structured investment memoranda and targeted roadshows.
Preparation of government project documentation — feasibility studies, pre-feasibility assessments, cost-benefit analyses, and project information memoranda — to the standard required by multilateral lenders and institutional investors.
Independent advisory on regulatory frameworks, investment climate improvements, and policy structures that facilitate private investment — including PPP legislation, investment codes, and sector-specific regulatory reform.
How We Work
We begin by understanding the government's specific objective — whether capital mobilisation, a PPP transaction, grant sourcing, or DFI engagement — and agree a clear scope, timeline, and deliverables for the advisory engagement.
We conduct a thorough assessment of the project or programme — financial, technical, legal, and regulatory — identifying the optimal financing structure and the most appropriate capital sources given the government's constraints and objectives.
We structure the transaction and prepare all required documentation — feasibility studies, financial models, investment memoranda, PPP frameworks, or DFI applications — to the standard required by institutional capital providers.
We lead the process of approaching lenders, investors, DFIs, and grant providers on behalf of the government — managing due diligence, negotiating terms, and supporting the government through to financial close or grant award.

Our Advantage
Maramoja Enterprises has advised governments across Africa, including a 2025 appointment as official advisory partner to the Government of Zanzibar to structure and attract institutional investment for key infrastructure projects. We bring a rare combination: the institutional relationships needed to access international capital, the deep understanding of DFI and donor requirements built over a decade of practice, and the cultural and regulatory fluency to navigate public sector mandates across multiple jurisdictions. We do not just advise — we mobilise capital.
